21 ARRESTED | Owings Mills man charged as kingpin; $800K in opioids seized

MILLERSVILLE, Md. (WBFF) - A massive drug bust in Anne Arundel County lands 21 people behind bars, including an Owings Mills man allegedly as the kingpin.

FOX45's Kathleen Cairns explained that police uncovered, among other things, an animal tranquilizer being sold illegally along with heroin.

Police say the suspects were arrested after an eight-month undercover administration.

Investigators also confiscated nine cars, four guns, nearly $300,000 in cash along with an estimated $800,000 worth of heroin and other opioids.

The drug bust is the work of a special heroin task force created by County Executive Steve Schuh four years ago.

Police say four additional people suspected of being part of the drug rings are still on the loose.

The suspects are:

-Glenn Anthony Davis, 49, of Pittston Circle in Owings Mills, charged as kingpin for heroin and fentanyl

-Earl Leon Davis, 50, of Old Milford Mill Road in Pikesville, charged with conspiracy to distribute and manufacture drugs, participate in a criminal gang and related charges

-Jeffrey Edward Koehn, 38, of Stinchcomb Road in Severna Park, charged with conspiracy to distribute and manufacture drugs, participate in a criminal gang and related charges

-Patrick Derek Mortka, 35, of Arundel Avenue in Severna Park, charged with conspiracy to distribute and manufacture drugs, participate in a criminal gang and related charges

-Alexander John Budka, 22, of Catherine Avenue in Pasadena, charged with conspiracy to distribute and manufacture drugs, participate in a criminal gang and related charges

-James Michael Howe, 46, of Hancock Lane in Glen Burnie, charged with conspiracy to distribute and manufacture drugs, participate in a criminal gang and related charges

-Cassandra Lynne Anne Leroux, 28, of Cypress Road in Severna Park, charged with conspiracy to distribute and manufacture drugs and related charges

-Michael James Murphy, 31, of South Mesa Road in Millersville, charged with conspiracy to distribute and manufacture drugs and related charges

-James Edward Dean Joy, 34, of Cypress Road in Severna Park, charged with conspiracy to distribute and manufacture drugs and related charges

-Sarah Jin O, 29, of Wisler Court in Severna Park, charged with conspiracy to distribute drugs

-Jennifer Smith, 27, of Bentwillow Drive in Glen Burnie, charged with conspiracy to distribute drugs

-Timothy Lee Ballard, 35, of Davis Court in Glen Burnie, charged with conspiracy to distribute drugs

-James Nathan Helsel, 35, of Cypress Creek Road in Severna Park, charged with possessing drugs

-Rachael Helen Keys (no booking photo), 28, of Arundel Avenue in Severna Park, charged with possessing drugs

-Andrea Riccio, 40, of Stinchcomb Road in Severna Park, charged with possessing drugs

-Tyler Andrea-Monet Wise, 21, of Lady Bug Lane in York, Pa., charged with possessing drugs with intent to distribute

-Piper Nicole Foley, 33, of Balsam Drive in Severna Park, charged with possessing drugs

-Jeffrey Scott Simmons, 40, of Dividing Road in Severna Park, charged with possessing drugs

-Melvin Bernard Lowry II (booked in Baltimore County), 40, of Fennington Circle in Owings Mills, charged with possessing drugs with intent to distribute

-Paul Anthony Scribner (booked in Baltimore County), 40, of Pinelea Avenue in Pikesville, charged with possessing drugs with intent to distribute

-Christine Edwards (booked in Baltimore City), 44, of Benzinger Road in Baltimore, on an arrest warrant for failing to appear
