Next grant cycle postponed amid coronavirus pandemic
MANISTEE COUNTY — With nearly $1 million available in grant funding, many local governmental entities are looking to the Manistee County Local Revenue Sharing Board for assistance.
The three-person revenue sharing board will meet at 5 p.m. on June 8 to decide how they will distribute up to $994,840 between several local applicants.
A compact between the state and Little River Band of Ottawa Indians requires a local revenue sharing board distribute 2 percent of electronic gaming profits from the Little River Casino Resort in the form of grants.
The board is required to distribute nearly 12 percent of that amount through public safety grants, meet its payment in lieu of taxes (PILT) obligations and then award additional public safety or other lawful local government purpose grants as needed.
Applicants for the 2020 Cycle 1 Grant Distribution presented outlines of their proposed projects, describing need and prioritizing their concerns to the revenue sharing board during a meeting on Tuesday.
Applicants presented 16 public safety grant requests, totaling $312,661.20. Three additional local government grants were presented, totaling $25,000.
Grant applications must be submitted by a Manistee County government entity, though some may submit applications on behalf of other non-governmental organizations, as Manistee County did in this cycle for the Manistee County Council on Aging and the Manistee County Child Advocacy Center.
While the Little River Casino Resort remains closed amid the COVID-19 pandemic, there are concerns that grant money may dry up for future distribution cycles.
“It’s certain to affect future grant requests,” said revenue board vice-chair Jeff Dontz. “The question is by how much and none of us know.”
In light of the casino’s financial loss, the revenue sharing board voted to temporarily postpone the next grant distribution cycle until December.
“It’s an assist to help them through this unique time,” Dontz said.“The till will still be collecting. It’s just a matter that we will not have that money in this house at that time.”
Over $32 million in grants have been awarded since the board began in 1999.
The following were the public safety grant applications submitted in this cycle:
• Manistee Township: $9,310 for replacement fire engine lights; and $5,301 to purchase ice and water rescue equipment for the Manistee Township Fire Department.
• City of Manistee: $44,685.80 to purchase 20 sets of turnout gear for the City of Manistee Fire Department; and $2,048 for a less lethal launcher, ammunition and training costs.
• Arcadia Township: $1,413.69 to purchase two thermal imaging cameras for the Arcadia Township Fire Department.
• Cleon Township: $45,000 for safety improvements to the access road to the Cleon Township Fire Station; and $15,000 for improvements to the fire station.
• Onekama Township: $13,084 for firefighting equipment for use by the Onekama and Norman Township fire departments.
• Stronach Township: $6,750 to purchase a thermal imaging camera for the Stronach Township Fire Department.
• Maple Grove Township: $28,500 to purchase firefighting apparel, one thermal imaging camera and used JAWS equipment for the Maple Grove Township Fire Department.
• Manistee County: $26,298 for a drone with thermal imaging camera and equipment for the Manistee County Sheriff’s Office; $30,000 to replace the Manistee County Sheriff’s Office driveway; $5,369 for the purchase and installation of a canopy over the Manistee County Child Advocacy Center entrance and partial funding for signage at the back entrance to the building; and $50,000 to install new flooring and for asbestos removal at the Wagoner Center.
• Bear Lake Township: $6,000 for new firefighter helmets.
• Village of Eastlake: $3,900 for firefighter equipment.
Other lawful local government grant applications were the following:
• Manistee Conservation District: $5,000 to help support the 2020 Household Hazardous Waste Collection event.
• Brown Township: $5,000 for expenses incurred during a planned rewrite of the current zoning ordinance.
• Kaleva Norman Dickson and Bear Lake schools: $15,000 to outfit a mobile dental services van.
