'Operation November Rain' dampens drug trade in Onslow County

A combined effort from county and city law enforcement put 39 people in Onslow County Jail under bonds that totaled more than $1.6 million.

A collaboration between the Jacksonville Police Department and the Onslow County Sheriff’s Office dubbed “Operation November Rain” saw officers from each agency fan out into all reaches of Onslow County Thursday with the goal of serving at least 59 warrants to individuals suspected of dealing in narcotics and illegal drugs.

“This is one commitment,” Jacksonville Police Department Capt. Ashley Weaver said at a joint press conference held Thursday afternoon in the Public Safety Building while officers from her department and the OCSO continued to serve warrants and make arrests. “We wanted to do it as a team.”

The target of the operation was mid-level to street-level dealers who over the past six to eight months had unknowingly made “controlled buys” with undercover narcotics officers consisting of prescription medications, heroin, cocaine, crack cocaine and marijuana, Weaver said. The culmination of this undercover work began Thursday morning as the first of 24 suspects plus six additional people were picked up by both agencies.

Weaver said in a few cases the information used to build the case resulted from tips received from Crime Stoppers.

“We’re just so much more effective when we team up,” OCSO Maj. Chris Thomas said. “By joining hands with JPD we can do it in a day what would normally take four to five days.”

In addition to the 59 warrants originally written for Operation November Rain, law enforcement officials encountered other illegal narcotics on several subjects, creating new criminal cases. Ten individuals generated new cases ranging from drug possession, several firearms violations, outstanding warrants, prescription pills and drug paraphernalia.

“It’s not uncommon that when you begin an operation such as this that it ‘spider webs’ out and you make more arrests,” Weaver said.

Here's a list of those who were arrested and the charges brought against them.

Joshua Alexander Morton, 24, of Beech Tree Road in Jacksonville: trafficking heroin by possession; trafficking heroin by sale; trafficking heroin by delivery; possession with intent to manufacture, sell, or deliver heroin; manufacture heroin by repackaging; selling heroin; delivering heroin; conspiracy to trafficking heroin; and possession of drug paraphernalia. Bond is $100,000.

Brandon Tyler Weldon, 25, of Daisy Street in Jacksonville: two counts of possession with intent to manufacture, sell, or deliver cocaine; two counts of manufacturing cocaine; two counts of delivering cocaine; and two counts of drug paraphernalia. Bond is $32,000.

Andrew Charles Woodin, 37, of Henderson Drive in Jacksonville: two counts of possession with intent to manufacture, sell, or deliver a schedule I substance; two counts of manufacturing a schedule I substance; two counts of selling a schedule I substance; two counts of delivering a schedule I substance; four counts of possession with intent to manufacture, sell, or deliver within 1,000 feet of a school; and two counts of possession of drug paraphernalia. Bond is $150,000.

Jeffrey Brian Attridge, 42, of Vance Lane in Maysville: two counts of possession with intent to manufacture, sell, or deliver marijuana; two counts of selling marijuana; two counts of delivering marijuana; two counts of maintaining a dwelling for a controlled substance; and possession of drug paraphernalia. Bond is $20,000.

Frederick Montez Edwards III, 32, Thomas Humphrey Road in Jacksonville: possession with intent to manufacture, sell, or deliver cocaine; manufacturing cocaine; maintaining a dwelling for cocaine; and sell or deliver cocaine. Bond is $25,000.

Calvin Roman, 24, of Tallman Circle in Midway Park: possession with intent to manufacture, sell, or deliver heroin; manufacture heroin; conspiracy; and sell or deliver heroin. Bond is $25,000.

Ronnie Michael Boyd, 24, of Williams Street in Jacksonville: two counts of possession with intent to manufacture, sell, or deliver a schedule VI substance; two counts of sell or deliver a schedule VI substance; two counts of maintaining a dwelling for a schedule VI substance; two counts of manufacturing schedule VI; and possession of drug paraphernalia. Bond is $20,000.

Ashley Marie Collins, 30, of Armstrong Drive of Jacksonville: possession with intent to manufacture, sell, or deliver a schedule IV substance; sell or deliver a schedule IV substance; maintaining a dwelling for a schedule IV controlled substance; manufacturing a schedule IV; child endangerment; contributing to a delinquency of a minor; and child abuse. Bond is $15,500.

Terra Nicole Thompson, 22, of Burgaw Highway in Jacksonville: possession with intent to manufacture, sell, or deliver a schedule I substance; manufacturing a schedule I substance; selling a schedule I substance; delivering a schedule I substance; maintaining a vehicle for a controlled substance; selling a schedule I substance within 1,000 feet of a school; and possession of drug paraphernalia. Bond is $1,000.

Preston Westscott Graham, 49, of Preston Drive in Jacksonville: two counts of possession with intent to manufacture, sell, or deliver a schedule I substance; two counts of manufacturing a schedule I substance; two counts of selling a schedule I substance; two counts of delivering a schedule I substance; maintaining a dwelling for a controlled substance; and possession of drug paraphernalia. Bond is $120,000.

Christopher Roger Jethroe, 27, of Windsor Court in Jacksonville: possession with intent to manufacture, sell, or deliver marijuana; manufacturing marijuana; selling marijuana; delivering marijuana; maintaining a dwelling for a controlled substance; possession of drug paraphernalia; and possession of a firearm by a felon. Bond is $19,500.

Aswane Tyler Bragg, 24, of Conover Street in Jacksonville: possession with intent to manufacture, sell, or deliver heroin; manufacturing heroin; conspiracy; sell or deliver heroin. Bond is $50,000.

Kevin Andre Graham, 40, of Catherine Lake Road in Richlands: possession with intent to manufacture, sell, or deliver marijuana; sell marijuana; deliver marijuana; possession of drug paraphernalia. Bond is $50,000.

James Lee Steen, 41, of Goss Lane in Swansboro: two counts of possession with intent to manufacture, sell, or deliver a schedule II controlled substance; two counts of sell a schedule II controlled substance; two counts of deliver a schedule II controlled substance; two counts of maintain a dwelling for a schedule II controlled substance; and two counts of possession of drug paraphernalia.
