DND's Government Arsenal inks deal with South Korea firm to manufacture FPEs

The Government Arsenal, a bureau under the Department of National Defense (DND), and a South Korean company have agreed to co-manufacture force protection equipment (FPE) in the country.

The joint project will be undertaken following the signing of an implementing arrangement for the coproduction agreement between Philippine Government Arsenal Director Daniel R. Casabar Jr. and Kim Jong-il, president of Samyang Comtech Co. Ltd.

The signing of the implementing arrangement followed the notching of a memorandum of understanding on Logistics and Defense Cooperation between the governments of the Republic of the Philippines and the Republic of Korea with its amendment and supplemental implementing arrangement dated August 12, 2013.

The coproduction agreement was crafted on July 4, 2017, which stipulates the transfer of technology toward the local manufacture of FPE in the Philippines.

The Government Arsenal said it agreed with Samyang on the terms of the implementing arrangement that were anchored on the spirit of cooperation and mutual trust between the two parties.

Based on the agreement, Samyang Comtech Co. Ltd. will established FPE manufacturing and testing facilities in the complex of the Government Arsenal in Limay, Bataan.

Samyang will eventually transfer to the Government Arsenal the technology needed in the production and testing of equipment, primarily armor vests and ballistic helmets.

The technology, which corresponds to the quality of South Korea’s Army FPE, is needed by the Government Arsenal to develop the capability for the “in-country production” of FPE in order to support the requirement of the military and other law-enforcement agencies in line with the FPE acquisition program of the country.

Currently, the military and all of the law-enforcement agencies in the country are dependent abroad for their armor vest and other force protection equipment.
