NORRISTOWN — A Norristown man has admitted to illegal drug activity in the borough and potentially faces several years in prison.
Troy Stewart, 40, of the unit block of East Elm Street, pleaded guilty in Montgomery County Court to charges of possession with intent to manufacture or deliver fentanyl and receipt in commerce in connection with incidents that occurred between March and September 2020.
Judge Wendy G. Rothstein deferred sentencing so that court officials can complete a background investigation about Stewart, who will undergo drug, alcohol and mental health evaluations.
Stewart potentially faces up to 8 years in prison on the charges.
Stewart remains free on bail pending his sentencing hearing later this year.
Court documents indicate that in March 2020, Norristown police received information from a confidential informant that Stewart and a female friend were selling fentanyl/heroin from the East Elm Street residence. Investigators subsequently conducted three so-called “controlled purchases” of fentanyl/heroin from that residence, according to an arrest affidavit.
On July 16, 2020, Norristown police were dispatched to the area of Willow Street and Scott Alley for a report of a male slumped behind the steering wheel of a vehicle with the engine running, according to court documents. Arriving officers found Stewart “passed out in the driver’s seat, the engine running,” and the SUV was in reverse and the end of a burnt blunt was observed on Stewart’s leg, according to the criminal complaint.
Police awakened Stewart and he “was out of sorts and was slow to respond to questions,” Norristown Police Officer Brian Kozera wrote in the arrest affidavit, adding Stewart was holding a rolled cigar containing a white rocky substance in his left hand.
Police subsequently searched Stewart’s person. During that search of Stewart’s pants pockets, police seized a digital scale, multiple bundles or loose packets of heroin, two clear bags of suspected crystal methamphetamine and more than $2,500 cash, according to the criminal complaint.
Stewart was transported to a local hospital where he underwent a blood test, court documents indicate.
According to court documents, a subsequent Sept. 1, 2020, search of the East Elm Street residence that Stewart shared with a woman uncovered additional amounts of suspected heroin/fentanyl.
Other charges of possession of controlled substances and possession of drug paraphernalia are to be dismissed against Stewart at time of sentencing.
