In a significant development during Prime Minister Narendra Modi's state visit to Washington DC, the United States administration has granted executive approvals for the manufacturing of F414 jet engines in India. This groundbreaking move marks the first time that the US has shared such a crucial aspect of its defence capabilities with a non-ally country.
The process of notifying the US Congress about the forthcoming Memorandum of Understanding (MoU) between General Electric (GE) and Hindustan Aeronautics Limited (HAL) has also commenced. These notable advancements were confirmed by sources familiar with the discussions surrounding the matter, the Hindustan Times reported.
This collaboration between the US and India holds immense significance, as it involves the co-production of jet engines, even in the absence of a formal treaty between the two nations. Furthermore, the US is sharing a substantial amount of sensitive jet engine technology, thus enabling a provision for an increasing technology transfer ratio.
An informed source, as per HT, described the development as transformative, highlighting that India will have complete access to the engine technology without any undisclosed aspects. The manufacturing process in India will commence with the sharing of technology, exceeding 50%, with further increments over the production cycle.
The arrangement will also include a flexible licensing agreement, enabling India to possess designs and sensitive technology associated with the engines. This transfer of technology represents a significant milestone, as the US has never authorised such extensive tech transfer in the past.
The necessary executive approvals have been obtained from the commerce, state, and defense departments, adhering to the International Traffic in Arms Regulations (ITAR). The administration is now in the process of notifying the Senate and House Armed Services and Foreign Relations Committees.

Although the complete process is expected to take a few weeks to reach the full Congress, the strong bipartisan support that India enjoys in the US Congress is expected to facilitate a smooth progression.
During PM Modi's visit, General Electric (GE) and Hindustan Aeronautics Limited (HAL) will sign a Memorandum of Understanding (MoU) to solidify the manufacturing agreement. The F414 jet engines produced through this collaboration will power the Tejas MK 2 fighter planes, further bolstering India's indigenous defence capabilities.
